why are you guys asking to clamp it's mouth shut? We want to see the attack so we can scan it... Seriously >.> Considering his breath attack is 'precise' I can only imagine it's not an AoE. Diving towards it and keeping ahead with our phoenix agility is definitely a more effective tactic to allow us to see the attack than clamping it's mouth and NOT SEEING THE ONLY REMAINING ATTACK WE NEED!

Dive hard towards the dragon, or best bet to get the move and survive is to close the distance and dodge around it's head. Phoenix are fast and nimble, we should have enough speed to circle it.

Agreeing with above, summon the Black Vines to clamp the dragon's mouth and have the attack backfire. Also just in case, transform into the Siren and drop down just before the attack, landing safely in the water

Use the black vines to shut the water dragon's mouth! It'll damage itself from its own attack if it can't open the jaws to fire!

use black vines as a shield since this is a water dragon it must be a water attack so our vines may block it (and we still need to see the dragon use its attack to transform into a dragon)

If you time it right use your teleport to dodge at the last possible moment before the attack strikes you!

Combine Brave Bird and Flash. Flash will blind dragon and low his acurate... Brave Bird make you faster. This will help you dodge attack

Snowfire

Summon the black vines to shut its mouth right before it fires it may not fully stop the attack but it may cute the power of it down so we can maybe take the hit
