Fly above him and use flash. Maybe after this he lost sight to you and his attack destroy some rocks who fall to him

When swinging a stick, the end farthest from you moves fastest. Charge. Get closer to the slow end of his "stick" and figure it out from there. (To clarify, circle in towards his head.)

Head towards the water and shift into siren form mid air to dive in the water cannon may lose momentum going into the lake and you can swim down to escape it

The vines can't be summoned in this form so is not an option. My only guess is to dive into the water while turning into a siren so the dragon stops the attack by himself, since if he doesn`t, he will be literaly destroying his own house and even that tesaure chest that he guards.
