I have to disagree with 'USER: Philip', though only slightly. To treat it as a promotion might backfire in ways we can't predict. "A weapon meant to slay a creature is best held by a member of the same race. Someone whom can understand should decide if such action is truly necessary." The expressed reason behind a decision can often have more impact than the decision itself. (I do hope you can understand my logic here...)

Giving Regis the tool made from a dragon tooth makes sense. Definitely equip him with it. In fact, you could channel a bit of your mother and treat it like one of the guard getting promoted, if you feel like hamming it up a bit. Now, it might be safest to go back and see if the two of you can get through the rockfall at your secret exit. It still seems to be the safest way in, if the shovel works like Regis says it can.
