He wasn't using the enchanted shovel-sword, so he doesn't mean business, but he still broke our trust and hurt our family. Yell at the bastard and tell him that you're ashamed you kissed such a slippery snake of a dragon. After expressing our displeasure, then ask him what in Celestia's everlasting sun could have provoked him to do this. If he moves to hit anyone else, the young dragon will fall to the Young Queen.

Attack. Not only is he threatening the adviser, but through his actions he's also increased the risk to the entire hive (attacked the guards while other, more lethal dragons are attacking). You showed him trust to the point of thoughtlessness, and he repaid you with theft and the assault of your fellows without so much as a 'by the way...'. You can demand answers from him when he's no longer holding a weapon and acting like an enemy.

Even a wooden practice sword in the hand of one who knows how to use it can be a deadly object, and changeling exoarmor can be shattered with the right strike. But Regis doesn't seem to be trying to kill, so starting by talking seems best. You have a tenative friendship, try building on that for information. But remember that you need to block any attack, from either side, if you want to prove your intentions here.
