Proceed as follows: if there is oil on the water, priority falls to creating a means to force the oil in a certain direction. Regardless of what happens, oil and water are both a liquid, and as such, there is a possibility of using this to our advantage. First, grab hold of bird samurai to ensure her safety during the next step. Then, using hydrocannon underwater to create a powerful current will allow you to move the oil on top, especially if you utilize hydrocannon to create a whirlpool. You can then utilize the whirlpool and hydrocannon to launch the oil slicked water up and back at our foe, which should clear out most of the wall of fire while using the remaining chance to target the cavern ceiling to stop rain of fire with another hydrocannon shot, as saturating the cavern ceiling with water should prevent further continuation of rain of fire. After that, you are in the clear to resurface to breathe, and prepare to head in to attack the foe with Iaido Slash as they are currently off guard dealing with your unexpected attack with the hydrocannon whirlpool combo on the next turn.

I don't think the 'special water' will allow itself to be put out by water. I'm pretty sure that the special water is in fact, some type of oil. Oil floats on water, and because oil and water don't mix, you can't actually use water to put out fire. I agree we should us the hydrocanon, but I believe we should aim at the hydra instead, hopefully it'll disrupt the top of the water hole and allow us out. We need to go on the offensive, regardless of the damage we'll take.
