Early FGO was inconsistent about a lot of things, owing in no small part to the fact that two or three different writers wrote everything from Orleans to America and Nasu really only did Fuyuki, Camelot, and Babylonia by himself. But you're not entirely wrong.

Given what I recall canonically, Altera was stronger than Saber Alter given Mash needed Boudica's help to block Altera's Ripley Blast ( Nuke from Orbit, kek )
