i have the same problem, what ini file v2 are u talking about? the Heap Limit - Packfile Limit - WeaponInfo Limit?

nvm if anyone else is having this problem make sure u have all 3 required files from the gameconfig page then replace them with the ini files v2 from the gameconfig page aswell

turns out that wasnt actually my problem but now im getting a crash with no error while loading story mode on the latest 3274 patch btw

That's a known issue with the latest NVE, go to 'mods>update>update.rpf>common>data>levels>gta5' and either delete 'weather.xml' or replace it with the vanilla 'weather.xml'.
