Are we allowed to write for characters that are "finished." Like if I wanted to make a branched path or more content for Rye would I be wasting my time?

I have no idea what could have given you the idea that selling keys alongside the Steam store could be considered a crime or result in a ban as long as you do not sell them cheaper outside Steam. That has been common practice for years. See itch.io for example. If Steam wants to ban a game in a country they would disable the possibility to activate a key. At least for Germany that is not the case. They just stopped selling adult only games (unless it has a German rating, which porn games most likely will not get. Some developers add them anyway and Valve keeps ignoring this behavior. This might actually get you in trouble). Valve wants to avoid implementing an age verification system. Since Valve has a German office they can't go for the "EU market law overrides German market law" argument. Long story short: Maybe you want to reevaluate the situation and make keys available (at least once the game is finished). It would be much appreciated.

Damn, I thought Draga and Sally would share a route. Oh well, I just hope we get at least one or two sexy scenes with her in Sally's route. Either that or have her be a voting option in the next poll.

Huh, so Wallis is harsh enough in the sack that it even freaks her out? I like where this is going. Better get those physical stats trained up, we'll probably need them. Sally being in sharp contrast to that despite being both ultra buff and super hung sounds like a nice change of pace too. Can't wait.
