Hmm, reminds me of Kali, could be a Indish Corporation's Sentinel, or a Indian based digital Virus AI that has evolved to a state of self awareness and has constructed a cybernetic body and it has transferred it's "consciousness" into that body, feels like that would end up being a catastrophe scenario, or she is a very high level security program with access to a cybernetic body, and the "skulls" are rogue robots/droids.
