That assumption is correct. I was pondering that loophole yesterday, as it were. I eventually came to the conclusion that it probably won't be an issue - if everyone starts doing that then those options will no longer be unlikely winners! We don't have enough people voting for any significant use of that trick to avoid putting last place within striking difference of 1st.

1) A, 2) C, 3) E . Side note: you say "For example, if you are outvoted for three months straight you'd have 3 bonus votes to use as you see fit". I'm going to assume this means bonus votes are not lost until you get your first choice with them, since otherwise someone who got their second choice three months in a row would only have one bonus vote left (the one from the third month). Yes, this is a bit of a loophole in your new system, since it means the best thing to do now is to pick an option unlikely to win as your #1 and then something you actually want as your #2.

To clarify: gaining bonus votes is based on your FIRST choice, should you use the instant runoff option. EDIT: Updated Current First Choice Vote Tally: A - 2 C - 2 E - 2
