It's different from, but clearly a fairly close relative of, modern fill valves used in Canada - you mostly see them as aftermarket / retail things. Toilet manufacturers seem to ship cheaper options with toilets. Here, that small side outlet is hooked to a small plastic tube that points down the overflow tube, which goes to the small outlets around the rim of the toilet bowl, so that whenever the tank is filling, it's still running a little water down the bowl sides for extra cleaning/rinsing.
