The "leader" of any particular group of waterwomen is this oracle-type figure who's had her head mostly hollowed out. The river supposedly speaks through her, passing judgement and directing the rest to make storms or make peace. "River" is blind, helpless, and utterly dependent on her two little friends there.
Waterwomen who live in the sea have similar figures called - wait for it - "Sea."
