I agree they are, but given how elaborate the setup is, I think using their screams to rile the stormies outside is possibly only a side benefit/alternate use of their test subjects... Like, we are already torturing these, why waste all of these useful screams... D: D: D:

So hm, mysterious counterweight(?) crates, sound cornet-thingies that seem to be carrying the screams of agony towards an underwater window on the river(?), a tank with a waterwoman pearl... Given what we saw in Lori's office, I think it might be the little one's? I was loathe to describe it, but in my body horror nightmares, I was imagining they might use the regenerative characteristic of the waterwomen to make a sort of compression engine (imagine having a mass that keeps trying to regrow in a tight space as you pump water in, exerting pressure, always pressure...). This... is also pretty gruesome, but I'm not certain what they might be trying now. Maybe to see if they can somehow keep a body alive without a pearl... while maybe regrowing another so you can make infinite stormies to be used... for some reasons? Maybe to outfit machines with portable weather-disrupting powers? Seeing the cries appear to be used... Hm, I'd need to think deeper on it, but it's so unpleasant bleh
