Quigley's math doesn't agree with yours! He saw the remains of the battle between the shrine's guard and Aldish fliers directly outside the range of the waterwomen's storm. He knows the engineer is frantic to keep the storm raging. He has surmised the shrine is under active siege, and there's no reason to believe there aren't Aldish fliers just beyond the thunderheads right at this moment. Of course he could be wrong, but he's scared enough of being captured by Alderode that he's not going to risk it :)

From his reaction I would assume that he sensed some Aldish war gear or similar nearby. Meaning they are ready to attack whenever the storm stops

That's it? I thought Quigley senses actual incoming vliegeng or something with all that fear of an immediate danger. "Alderode is going to attack this place if the storm isn't here" might happen in, like, months.
