I figure if it's Karl then Emne must not have been told, which would be the second time the Queen allowed Emne to believe her husband was dead when she knew otherwise

I'm placing my bet on Keon as well. Karl would make sense, too, but I think Emne (and Elka!) would have behaved differently, if he was a known traitor bound for execution.
