After running a couple of tests involving using Adobe for Linux to view the files (installation instructions found here: https://www.fosslinux.com/1776/how-to-install-adobe-acrobat-reader-in-ubuntu-and-linux-mint.htm) I found that the time spent in loading the layers seems to be related to be how Okular handles PDF files. When opening in Adobe the maps and layers can be loaded and unloaded much quicker.

Wait did you open it in a browser tab? I could see that taking quite some time but the free Adobe Reader should work quite well.

It worked perfectly fine in Acrobat reader and in full Acrobat.
