Altruistic, philanthropic people seldom seek power. So finding them in government or in any very high positions of authority would be rare. I fear this is one shortcoming of Democracy. Democratic politics are Darwinian.
But who knows at this point how much is truth and how much is propaganda or behind the scenes manipulation. Think about what everyone thinks happened with the silver vs. what we know REALLY happened. At this point unless we (or our protagonists) see it, I'm not believing it!!! (But in general governments are full of crappy, nasty people and liars: it's a universal truth.)
It's a woman, isn't it? At least in the "memory" it is. I see it more as him contrasting his own "experience" with what he is seeing.
