Can confirm this happens to me too. Needs to be online for game pass games to work.

I tried this with a first party title age of empires 2 and the game works offline. It seems that indeed some games do work on game pass offline I just have never played one prior too this that worked. In fact all my other game pass games including minecraft and grounded did not work in offline mode it’s seems only very specific games work offline somthing I never knew

My Xbox is set as my home console and I have been booted out of a game I am playing and told I am required too be online too play when my internet connection got disrupted this has happened across multible games with no online component. It is possible how this works depends on your region but in Australia this happens I have never been able too play a game pass game offline

I don't think that's entirely true. I feel like I've had times when I've played Game Pass games while disconnected or on a dodgy connection. I think you just need to have your console set as your primary home console, and it may need to check in from time to time, but not be constantly connected. That said, there's also still a ton of people who purchase the games as well, and it's totally a dealbreaker for many. -Bloodworth

54 minutes in. Not a correction but game pass games require you be connected online too play any games on the service. So while redfall single player requiring online might suck for those that buy a copy of the game. For a sizeable chunk that play it through game pass they would have too be online anyway. So I personally arnt bothered by it as I am used too having to be online too play single player game pass games. It definitely sucks for those with unstable internet connections. but I wouldn’t be suprised if Microsoft cares little about offline compatibility with how much game pass is a focus of there plans
