Yes, it's for all adult-content creators. Not just EU, everyone. They are slowly starting to roll it out, there is not even an end-date yet until when you have to do it. The process as I understand it is just a regular video-ident like you could do to open a bank account or whatever. You hold your ID into the camera and they use face recognition (biometrics) to compare the image on your ID with the actual you. Of course name and birthdate on the ID is checked as well. They just store the video of the ident process "forever", and probably all data collected. That would include whatever other data is on the ID, like address, various dates and ID numbers, etc. Simply because they are in the video. That won't get fingerprint data stored on the chip in EU government IDs, though. They probably have to store the whole thing to be able to legally prove they did it correctly. But having government confirmed facial recognition data, tied to name and birthdate is extremely valuable data. Suddenly you can be IDed on any picture some random friend or colleague thoughtlessly posts of you on social media. Not to mention blackmail potential as it's tied to adult content, if (when!) this leaks somehow. Of course, EU id cards (or just the German ones?) actually have an digital functions that could be used to avoid all this nonsense data collection and just transmit what is actually needed (name + birthdate). But it sounds like that can't be used here *facepalm*

Is that for all adult-content creators - or just a byproduct of the verification process that affects only EU-based creators? (via our EU id cards?)

Hm, have to think about it. It's quite stupid usability-vise. The proper solution would of course be to just convince Meshed that notifications/emails for new resources and new profile posts of people you "follow" on the Hub are a crucial missing feature. There is a thread already in the "Hub Feedback" section.
