I cannot say for sure as I am not the author of this picture, but I assume that the green band says in Kanji (Chinese characters) “性処理” or “性処理係”. In English, these mean “sexual gratification” and “person in charge of sexual gratification,” respectively. A “係” is a position assigned to a student at school. Also, the red band is inferred to read “風紀委員”. This means “member of the public discipline committee”. I think they are very sexually arousing.
