Some production trivia, since you commented on the length of this story... The episodes-per-story pattern for this season is 4-6-4-6-5. For the next season, the episode count was increased slightly to 26, because they had by now introduced the practice of rehearsing and recording episodes in pairs rather than individually (i.e. two per fortnight rather than one per week). This had all sorts of logistical advantages -- for example, the sets for a four-part story now only had to be taken down and later rebuilt once instead of three times, thereby saving time, money, and wear and tear on the sets. 26 episodes would become the standard season length for the next thirteen seasons (though it didn't always work out that way in practice, for various reasons), initially divided into two four-parters and three six-parters. They would certainly have liked to do more shorter stories, as six-parters are difficult to sustain for their whole length, but at this point the show's resources just wouldn't stretch to creating more than five separate stories per year. In any case, after the Season 8 finale there are no more stories with an odd number of episodes (apart from a one-off, 90-minute Twentieth Anniversary special) until waaay in the future...
