Not how it works. Hoyo only copyright claims premium skins of you put them on the character's base skin, and thus bypass the paywall with them. Altering the premium skins like the base skin and keeping them on their respective model slots is allowed - we know this from Genshin.

That's fine, that's what I'd assume to be the case regardless. You obviously don't have to do it if you don't think it would be worthwhile, but since nobody else who has released thicc Astra mods has done a version for her skin yet, it might be a good selling point for yours ;P

Probably, I'm not sure what do for it that's not just a recolor of my current mod. Her alt skin has a few small changed assets that I assume you want me to use those, but to avoid any issue I have to do the modded alt skin ON her actual alt skin, meaning that you have to buy it. (It's even a rule in GB, you can't take a premium skin and make it a mod used on the base skin)
