His ideas are similar to Fecht’s, control and more control (there are illegal Classes after all). It is just that the situation is so drastic that he cannot afford to have complete control and really start with the tyranny. But the good news is that the Empire is being bogged down by the Demons and the severe weather of the Maelstrom to consider expanding outwards. Or perhaps things will get so bad here that they will consider a mass migration/invasion to another continent unless other continents help? Interesting to think about. Though how is Rain going to find them and run away? Do they still have at least one anchor?

Fairly sure this is a deliberate typo, but: It is a...symbolic relationship. → It is a...symbiotic relationship. Context (new word) makes it ambiguous if Anya is making a genuine mistake or it is a weirdly fitting typo. In any case, learning to "language good" as a Dominus, has to be an uphill struggle, particularly if your minders and teachers are also your subordinates and minions.
