Outcast - A New Beginning cutscenes FPS fix

A patron messaged me about the issue of 30 FPS real-time cutscenes in Outcast: A New Beginning. I suggested two console commands but they did not fully address the issue. I had to look into it myself, even though FPS mods are not my field of expertise or my passion.
The issue turned out to be more interesting than expected, as the FPS cap wasn't from an FPS limit but from the game forcing vsync at the cutscenes even if it is disabled in the options. This looked like a bug, and I'm sure the devs would be interested in fixing it once they know about it, so I didn't want to dig too deep into the code to try and fine-tune the vsync behavior to have it match the refresh rate rather than halve it, or to keep the option functional at all.
My mod simply forces vsync to be disabled at all times. For those who want it enabled, the graphics card control panels and other external means should suffice.
This mod is the first I'm uploading to Nexus. There's a lot I dislike about the website, be it the ads, the need to register in order to download, the inability to remove files without fully taking down the mod, the suppression of false flagged files, or the need to wait for approval, but I couldn't think of a better place for a mod unrelated to ultrawide. As always, I want to see the downloads count and have a place for feedback, but I don't feel like creating another GitHub repo only for some people to ask about the source.
As of right now, the Nexus link is just a placeholder, as they have to approve the game first, so I'm attaching the fix archive to this post, to be replaced with the proper link as soon as I have it.
To fix the separate issue of FOV reduction in ultrawide and wider, the YFOV config tweak reportedly works for this game. Let me know if it doesn't address the issues.
Update: Two 120 Hz monitor users reported that the game still capped the cutscenes to 30 FPS even with my mod in place, so I created and included another mod to fully remove the FPS limit at all times.
Update 2: After two days and a few hours since my submission, Nexus created a page for this game, thus publishing my mod. Thanks to all the new patrons who joined to get the mod early and support me with their one-time donations!

Hey, the instructions are in the README. All the files have to be where the Shipping exe is. The main exe for Unreal Engine games is basically a shortcut.

Hi there, I installed this mod but my cutscenes are still at 30fps, even with vsync disabled. I'm concerned that I may have installed it wrong. Most asi loaders I've used are installed by dropping the files in the folder with the main executable, which is what I did - is that the preferred method here? edit: i fixed it! instead of putting it in the base folder, i put it in Outcast - A New Beginning\O2\Binaries\Win64, where another exe was located. The game is finally smooth, thank you so much for this fix!
