Yes, the expansion was added in R1.3, that would've made a update about as large as the whole game, and even if it weren't, it would've been larger than what is practical for a updater, as such, packs with a newly added expansion never gets updaters, and a full pack dl is required.

Hello STN, I am just wondering why there isnt any animated uncensor options like BP in HoneyCome and RoomGirl? Did Illusion code the games different so mods like that are harder to implement?
