Persona 5 pretty much spiced the series up the same way Persona 3 did. Becoming the best selling game with the only other two entries prior being Persona 4 (barely beat Persona 1) and well Persona 1.

In my request I did make it so that she pretends to not be aware of what she's doing so there is some intent there although that's assuming everything I mentioned gets implemented

The difference is in the names. The popular polls are for more well known series, or maybe ideas that he believes that would be more popular. While unpopular is the opposite of that.

Wow, I got one of my ideas on both of these polls! I really love my Shantae idea, hope it has a chance to rise up! Though if Shantae doesn't have a chance, I'm rooting for Toy Story!
