No he is suing, but the DOJ would have the ability to offer or accept a settlement to end the lawsuit. The DOJ can't just pay someone money technically but settling a lawsuit against the federal government is within their power as they represent the federal government in court. The supreme court or maybe a federal circuit court could veto it but that would require someone with standing to sue in an attempt to block it. But it isn't clear who would actually have standing besides the DOJ or Trump, and neither of them would do that.

the most disturbing part about trump suing for 230 million is, as far as I'm aware (correct me if wrong) he doesnt have to sue.
