Stormbreaker doesn't have the same Enchantment of Worthiness that Mjölnir was given by Odin so technically anyone can wield stormbreaker assuming they have the inner strength to do so. So Thanos was able to use it against Thor.

To answer your question, Thanos can wield the axe, Stormbreaker, because only Mjolnir was imbued with Odin's magic to make it only able to be wielded by someone worthy.
