Thats the building responsible to extract basic elements from complex compounds by molecular de-cohesion (unlocked in the tech with the same name). So.. if you for example, put blood on it, it will return Iron. If you put bones, maybe phosphate...and so on. With proper scale, you can have your base entirely on organic sources.
Oh...it will use a special nuclear fuel. You probably can make it deconstructing fuel-rods.

Interesting. Looks nice and I like the concept. An alternate phosphate method, in particular, is quite appealing.
