While it would probably be highly satisfying, that's a little retroactive to actually affect positive change, but you might be on to something. It could be a good idea if, in training, police had to pair off and perform their restraint techniques on each other. Both to hone proper technique and to impart an understanding of how painful, dangerous, and panic-inducing an improper or excessive restraint technique can be. Though of course motherfuckers in training probably aren't doing push-ups on people's necks at any rate.
