Abortion will become a state's rights issue and will remain that way, until we cycle thru a few Republican trifectas at the federal level. Then Republican politicians will eventually be pressured by their right wing base enough to roll out federal regulation that ends up restricting access to abortion nationwide. The politicians themselves will always be wealthy and well connected enough to find abortions on demand.
