I don't find the relationship between walt and his dea agent brother that weird because hank was explicitly his entrance into the world of meth. If it had turned out he was a dea agent after walt started cooking meth it would be dumb but walt is a guy who thought about cooking meth before probably and he knew his brother had knowledge about the trade so he used him as a way to get a foothold.
