The sauce on the quesedilla is creamy jalapeño sauce. I used to work at taco bell and the reason the beans get like that is because the beans are dehydrated and mixed with water early in the day and every few hours after that. If you catch it at the wrong time when nobody has eaten beans in a while you'll get the crusty dried out top of the bean trough
