Heres the thing about the billionaire and his clients who died in the submarine, it's not the best submarine that money can buy. It's the cheapest self-designed submarine money can buy because he cut corners on it in every way and the only qualified guy on the design project got fired for telling him that what he was doing was dangerous. They designed this deep water submarine the same way a normal person would build a shelf out of spare cinderblocks and plywood because the owner is a tightwad. Real submarines DO have safety lines and stuff explicitly to prevent this kind of thing.
