Everyone can be revived whether they stayed conscious or not, just needs slightly different chemicals. Nitric acid exposure is enough to revive people like Senku, Taiju, Xeno and his people because they stayed awake. Others like Yuzuriha, Tsukasa, Gen etc, need the high strength of Nitol to breakthrough and kickstart their brain which have slipped to dormancy
