Evidence for being Penny: Same nose piercing, arm tattoo could be turned into the solid band she has there. She also moved to LA when she was 20 and quickly became a star, being 22 now, and the events happened a few years ago. Also goes with the Darth Vader fall to the dark side theme they have going. Evidence for not being Penny: "A few years ago" could easily mean more than 2, and Penny does not have fake breasts. Even if they can be removed, you can't make them naturally that big after. Needs more evidence.
