We placed it on our balcony which is an open area but has roof just enough to keep it safe from rain.

Sorry to hear about the issues, sounds similar to where I live. Old Norseman hit it on the head I was about to bring up Texas. lol With that snowstorm a couple of years ago and the hurricane this year it's been a mess for us so I feel you. lol

Yeah, I do have UPSs, and two of them: one for the monitor and one dedicated entirely to the CPU.

Sounds like you could really use a good Pure Sine Wave UPS (Uninterruptible Power Supply), they will help with brownouts and blackouts and make sure you have at least a few minutes to save your work before your PC shuts off with the power down. A good Pure Sine Wave model will also stabilise and smooth out your power, making it better for the health and stability of your components and peripherals. Some good models can have extra battery modules you can connect so you can get an extra few minutes to hours, they can also sometimes connect over USB or serial so they will automatically safely shut down when the power goes off for more than a few seconds/minutes (User adjustable). They can be a real lifesaver if you live somewhere with crappy and inconsistent power, have to use a generator occasionally or want the peace of mind and security. I only have rudimentary knowledge about them so I highly recommend anyone with a PC to do their research and buy one if they can afford to do so. I consider a good UPS, secondary external file backup and tertiary off-site/online file backup as necessary parts of any PC build and they should be factored into the total cost.
