I doubt they know he’s getting these attacks, but even without knowing that, they don’t seem to be the best decision-makers when it comes to Tim.

... well then. Do his parents know about these attacks and how severe they are? Cause if they do, sending him to boarding school by himself, at age 12(!), is a really irresponsible decision.
