I'll be honest, Text Is Up not rotating when you push all of it at once doesn't make much sense to me either. I'm pretty sure the rationale is supposed to be that the text is specifically set to be facing up, so it's self-sustaining, but e.g. X Facing Up Is Up doesn't work that way, so idk
