The height thing immediately reminded me of a girl I know in Germany. She has a condition that caused her to stop growing around the same height in her early teens, and she's pretty much stuck at her petite size forever.

Four foot nine is not that unusual in Asian countries. For example, in Thailand, most of the women are under five feet and a mature woman of four foot six is not unheard of.

I went to school with more than a few girls that were 4'9". Some ethnic groups in Africa and SE Asia tend to have women that short.
