I get Cesar kissing Olivia to a certain extent. He wants Manse but she doesn’t understand his life and he feels like he’s stuck in the gang life so she will never accept him. Olivia told him that she appreciated him for standing up for them whereas he got disappointment from Manse. Him and Manse are not together because she is not ready to take that leap, Olivia is not with Ruby and so they aren’t technically wrong but also just friends wise they are wrong. Also, Olivia kissed him and in the heat of the moment I feel like you’re more likely to reciprocate
