I guess they don't explain (Kairoseki) yet. I don't feel like it's a spoiler. It's essentially a mineral that can cancel devil fruit powers and weaken devil fruit users. It was in the net, which is why buggy couldn't just "bara bara parts!" So there was a reason for it.

So unfortunately this is the last bit of Dragon you see for a while, who he is and what he means to being here at this time and why he is so interested in seeing Luffy off is sorted at that point but that not till like ep 300ish so it'll be a while. Also as to why Luffy has so much trouble with smoker and why he seems so strong gets explained in a later arc a bit as well when they explain the different types of devil-fruit its not for a while tho

Oda is consulted on Toei fillers to avoid using his future Devil Fruit ideas or contradicting canon, but he probably doesn't write them beyond advice. Decent fillers flesh out characters' personalities more and some feel somewhat natural. The only significant thing about this filler is the Calm Belt (canon world-building).
