Aw man, you didn't catch the callback! "Oh? You're gonna come into this house?" = "Oh? You're approaching me?" And then Josuke's response to that was almost identical to how Jotaro responded to Dio. Very sweet callback to Part 3.

The funny thing is that Okuyasu has a fairly op stand, but he himself is a dumbass. XD It's literally just as his brother said lol. The "machine" is only as good as its operator.

Stands are manifestation of ones soul/mind/spirit etc. So abilities it has depends on persons inner mind and/or soul. That means stands can get stronger and more skilled if person grows his mind, becomes a stronger person etc. Regarding "the world", it technically was half Dio's half Jonathan's stand. And since all Joesters share a common bond their stands seem to be kinda similar too.

Part 4 of Jojo actually has one of the best villains in all of anime. Way better than Dio. You just dont see it for a while lol. Even though they foreshadow it a little bit from the begining.
