So yeah, about the Jotaro's time stop and Kira's silent bombs. For Jotaro stopping time. It takes a toll on he's body. He can force it to extend somewhat to a max of 5 seconds or better put, what he perceives as 5 seconds. And Kira's silent bomb is one of those things brought up in the manga. But sadly never quoted by any of the characters. You are far from the first to bring up the question and basically had to told by viewers the left out details in terms of anime only currently.

I think what's been going on with Crunchyroll (and a few other streaming sites) is that the first time since the pandemic we actually have a legit Fall Anime Season with SEVERAL high profile anime's premiering at once and similar to when they simulcasted the end of Dragon Ball Super the whole streaming site is being affected. Especially since one of those shows is Yasha-Hime, the sequel to Inuyasha. You might want to switch to VRV for Part 5 since they have all of Crunchyroll's library and stream a bit smoother.

No, It's pretty much always gonna be enemy of the week. The main difference is that the enemies aren't just random enemies like they are in part 3. From Part 4 on they either have a motive or are directly connected to the story and are fleshed out in a natural way. The story also stop becoming as basic as "Go to place X to fight off big bad that's bad cuz bad." Part 3 should not have been as long as it was, but they dragged it to get the most out of it since it's the most popular part in Japan. I promise you, when u meet the main villain of part 4 and onward the show gets amazing.

Technically in the manga killer queens bombs are closer to disintegration so that’s how hayato didn’t insta die. Also watch the Rohan ova’s before part 5 since one of them sets up the beginning with its subplot (at a confessional/#16)

I remember reading a yt comment a while back saying that Kira tried his hardest all his life to not get noticed and the way he died was him not getting noticed by the ambulance. (I think that’s how it was said)

His time stop got shorter because he's out of practice. He hasn't used it much in 10 years
