As many have said in the comments, it was Ace. Which makes perfect sense, he's Roger and Rouge's son, after all. Roger was the King Of The Pirates, and Rouge had a will strong enough to delay her pregnancy for 20 friggin months. Ace is the son of two strong willed folks with D middle initials. That's why when Luffy released it in Marineford, Ace said "You have it too??" Conqueror's Haki doesn't affect those with strong enough wills to withstand the will of the person using it, so Bluejam wasn't affected.

Umh if you remember, ace said in marineford that luffy had haki TOO. Which he refers as luffy has it as well, besides himself. You dont have to see him use it to know he has it. Just like boa hancock having it or whitebeard and roger or dragon. They just have it because they have the power to lead. Also conquerer haki isn't "stronger". It's used and knock down people who are not strong willed. No matter if dragon used it or luffy, bluejam would still stand

Luffy was about to get stabbed, so Ace saved him, not vice versa. You can tell by the subtle animated energy and Ace screaming, just like Marineford but reversed. Also there was a lot of WIND in Loguetown too if that helps.

Just to confirm it was Ace who used Conquerer's Haki to knock out Bluejam's crew. Luffy didnt unlock his until that episode where he first used it to knock out Duval's bull. Also there was the moment during the war when Luffy used his Conquerer's Haki on the Marines and Ace said "You too?" as in Luffy uses it also along with him. And yes Dragon was never aware that Luffy was in the Gray Terminal during the fire. He was keeping the fact that he is from the Goa Kingdom and that he had a son a secret from Ivankov and the others.

Ace was the one that used conquerers when luffy was going to be stabbed. He just never mastered it or knew about it
