Ruff's gonna keep thinking that everyone below luffy has a low bounty, forgetting that Luffy's bounty is there because he DIRECTLY opposes the world government . Obviously Pekoms didn't do anything like "destroying" Enies Lobby and burning the WG flag, infiltrate Impel Down and start the biggest evasion the OP world has ever suffered. Luffy's bounty is EXTREMELY high for someone of his caliber.
