When Hordy says his power was granted from heaven, I think he means the chance of him acquiring it was fateful like destiny, not that heaven made the drug. By his twisted logic, he wouldn't have the drug if he wasn't meant to have it.

I know the kid asking "are humans really that terrible?" is upsetting when the Straw Hats are literally protecting the whole island, but keep in mind this arc is highly thematic. Hordy and the rest became the way they are by hearing others spout hatred and anger towards humans. So despite nothing happening to them personally, they believed it as children and it closed them off to thinking otherwise. So this scene is to show that their hatred is leaving an impression on the kids, wondering if humans are really so bad to cause the New Fishman pirates' extreme hatred, if not for Madam Sharley telling them not to listen to hearsay and instead make a call based on their personal experiences. Which is exactly what Otohime wanted. For children's views to not be spoiled by the hardened views of adults.

A quick explanation for Red Hawk, when you stretch something elastic to its limits it produces heat... you can feel this on a rubber band if you stretch it to the point just before it would break (it works better on a thicker rubber band)
