the pacing is actually worst , there are lot of episode that seems like they are stretching for content , later arcs are much better in pace , for the most part

About the pacing, it was bad for me since at this time I was binging 12/24 episode anime that's completed and when I go to one piece and I'm already caught up, a lot of it is people staring at something in awe, or someone got flung and it takes about 30 seconds for them to fall, etc. etc, in addition to that the episode starts at 5 - 8 minute mark. It may not be so bad though if you binge 3 at a time because it feels like an entire episode.

im one of those people, i caught up to One Piece as it was starting Dressrosa, it had its questionable pacing later on and having to wait week 4 week was torture but its still top 3 for me.

For me the pacing in this arc just felt worse because this was when I caught up to the anime and had to wait a week for every single episode and sometimes there were even breaks so sometimes we could wait 2-3 weeks for 1 episode. Now I've gotten used to waiting so it doesn't feel as bad anymore. I would imagine it is the same for many people complaining about this arc. When you're able to binge-watch episodes its soo much easier to ignore pacing, but you really feel it at the start when you caught up. You want more but you can't have it.

i wonder something when the bad pasing will truly begin in this arc.Because i dont see why some people are complaning,like we are around 40 eps in the arc and the pace is the same as any other arc in one piece for me personaly

To clarify Ruff. People typically love Dressrosa. The reason people complain about the pacing is because they read the manga first, and were disappointing by how the pacing was translated. Especially those that watched week-to-week. And first impressions tend to stick with you. Those that experienced it that way can't easily see it from another perspective.

Admittedly, I haven't actually watched all the way through Dressrosa in anything other than edited youtube reactions, but in the manga I wouldn't say there were any pacing issues, and I never noticed it watching other reactors... honestly, Dressrosa is in my top 3, it's my #1 on some days.

Idk if you caught it or not but Rebecca can use observation haki thats why shes able to dodge all the attacks

yea the bad pacing is still to come. But after rewatching this arc multiple times i gotta say - yes, it does get pretty bad at points - but the worst thing was watching it on a weekly basis as you have mentioned. So it might not bother you as much since you binge it from time to time. Anyway this arc is great and I cant wait for future reactions :)
