If the navy came in and stopped Doflamingo it would be exactly the same as what Doflamingo did to take over the country. He created the disaster by controlling King Riku then swooped in and saved the day to become their king. The world government created the whole situation by letting Doflamingo become a warlord. If the Navy swooped in and saved the day nothing would change. The world government could keep operating as they have been and they would get to pretend like they are the heros and in the right. Viola said the people are angry and don't want the help from the navy. Funitora fully understands that.

People did die in One Piece...backstory. But in current time line of One Piece story, yeah you are right, only Ace and Whitebread died up till now (your reaction). I won't complain nobody die because when it does it hurts so much.
