With Big Mom my understanding is her wish is for everyone to be equal. But Big Mom only means equal in height thus the eye level comment. she doesn't mean equal in any other way, literally only in height. Its probably why she has so many kids as well, trying to make big people by breeding with every race especially bigger ones. When that doesn't work great after 85 kids shes now turned to the drug plan and Caesar as her last hope.
